RIPPLES ON THE INTERNET Monday's program has been changed. Steve Gray, President of McLeodUSA has a conflict and instead our speaker will be Beth Ingram, Chair of the Iowa Economic Forecasting Council. She will speak about Iowa's Tax Situation.

ELLEN GORDON, ADMINISTRATOR/HOMELAND SECURITY ADVISOR, IOWA EMERGENCY MANAGEMENT
Governor Vilsack appointed Ellen M. Gordon, Administrator of the Iowa Emergency Management Division, as Iowa's new Homeland Security Advisor on October 8, 2001, approximately one month after the Attack on America on September 11. Before October 8 the Iowa Emergency Management Division had been involved in a good deal of planning for a possible terrorist attack. In 1998, the division began to develop a strategy for response. In announcing the appointment, the Governor stated that "We must ensure that all of Iowa's citizens are protected from terrorists. Ms. Gordon will help lead and coordinate security efforts to ensure the safety of Iowa families and businesses." Gordon now works closely with the newly created federal Homeland Security Office, headed by former Pennsylvania Governor Tom Ridge. Iowa has a multi-hazard approach to emergency planning, including terrorism. This means having plans in place to cover all types of disaster. Since September 11, the focus has been on updating the emergency response plan in those areas specifically relating to terrorism. Iowa is part of a 47-state partnership to provide material help in case of a terrorist attack or any other type of disaster. Since her appointment, Gordon has been spearheading a multi-agency task force charged with preparing state government to prevent and respond to and recover from terrorist attacks. The task force includes representation from the Department of Public Safety, Iowa Department of Public Health, Iowa National Guard, Department of Transportation, Information Technology Department as well as private sector partners. The group has been assessing current security capabilities of state government and is using this information to refine the state's domestic preparedness plan. The protection of Iowa's critical assets is the top priority of the strategic plan being developed by the task force. Critical assets include services like electric, gas and water utilities, telecommunications, banking, insurance, as well as public event venues where large groups of people gather and buildings symbolic of our democracy and economy, like the State Capitol Building. The task force has a draft of its recommendations prepared now and the strategic plan should be finalized in August.

RON NEIL RECEIVES CLUB APPRECIATION AWARD
The Board of Directors of the Rotary Club of Cedar Rapids approved the granting of three "Appreciation Awards" to Non-Rotarian community leaders for the 2001-2002 Rotary year. The awards focus on a specific charitable activity or area of interest of the recipient to which they have made an extraordinary contribution. Former President, Marc Gullickson, introduced Ronald D. Neil as our third Appreciation Award recipient for 2001-2002. The Friends of the Library is a 501(c)(3) not-for-profit organization formed November 1, 1971 to: (1) Support the Cedar Rapids Public Library services and programs. (2) Promote literacy through outreach programs that encourage and enhance reading through the community. (3) Conduct fundraising activities to assist with library and outreach projects. The organization raises between $25,000 and $30,000 a year in support of the library. Each year during the first weekend of November, Friends host their major fundraising event of the year, the Annual Book Sale at Veterans Memorial Coliseum. Proceeds from this event plus membership contributions, corporate support, and grants allow Friends to provide: Funding to the Cedar Rapids Public Library for equipment and programs, Babies and Books hospital packets for parents of newborns, Reading is Fundamental (RIF) distribution of paperback books to preschoolers, Clifford the Big Red Dog appearances at library story hours, preschools and elementary schools to promote reading and literacy and Books-By-Mail service for the homebound. Ron Neil is retired after 32 years with Merchants National Bank/Firstar. He served on a United Way Allocation Team from 1997-2002. He is a board member of LINNHAVEN. He served as President of Friends of the Library in 2001 and has served as Treasurer of the organization from 1998 to the present. He is involved with the Indian Creek Nature Center. A few years ago several significant issues surfaced concerning Friends. There had been a significant decline in organization membership and in board level interest. Ron jumped in as Treasurer and later President and solidified the organization, breathing new life and energy into the Friends structure thereby allowing the group to continue its significant contributions to the library. It is an honor for the Rotary Club of Cedar Rapids to present Ron Neil with a Rotary Club of Cedar Rapids Appreciation Award. A contribution of $500 has been made in Ron's name to the Friends of the Library.

Dee joined the Cedar Rapids Museum of Art as gift planning director. Baird has been promoted to vice president, continuing education and training services and Cheryle Mitvalsky has been promoted to vice Len president, resource development at Kirkwood Community College. Strand has been elected vice president and Dick Meisterling is a newly Brad elected member of the board of directors of the History Center. Kiburz has been named vice president, marketing at Rinderknecht Lee Clancey has been appointed to the BankIowa board Associates, Inc. Rick Sellers has been appointed to the Federal of directors. Communications Commission's new Media Security and Reliability Council. The council will address how critical communications can be assured The National after terrorist attacks and natural disasters. Association of Broadcasters has named KMRY, owned by Rick Sellers, as one of five finalists for the annual "Marconi Awards". BLUE BADGES
Craig Campbell, Johnie Johnson, Yvonne Jonas and Dennis Redmond traded their red badges for permanent blue badges and received their certificates of membership in the Cedar Rapids Rotary Club at the meeting on July 22. They have all completed their new member requirements by participating in a club orientation session and achieving a good attendance level over at least a six-month period of membership.
